If you've accidentally done all the work in a 29.97 project, try this:
1. copy the entire timeline (all clips) to the clipboard
2. with Dynamic Project Switching turned on in the Project Manager, create a new empty project
3. create a new empty timeline
4. paste all the clips from the original project to the new project.
See if this works. Now, you should have 23.98 material in a 23.98 timeline.
I haven't tried this for years, but I know it CAN work. If you have mixed-framerate clips, I'd expect some weirdness that you'll have to watch out for and fix.
In general, it's a good idea to understand where your project is going to be delivered (like, say, YouTube or broadcast TV), and come up with a compatible frame rate, aspect ratio, color space, gamma space, and all that stuff. Learn from this, and next time make sure when you start a project, you deliberately set the timeline speed to reflect the intended delivery.
