Caption Position in MXF OP1A with XDXCAM MPEG2 codec

I am not able to export embedded 608 closed captions with proper positioning in an MXF OP1A file with XDXCAM MPEG2 codec. There are supposed to 9 screen positions for captions but only a couple of them work. After wasting countless hours re-positioning my captions in Resolve to meet QC requirements for public television, it seems I will have to position my captions in Adobe Premiere and export them in an .SCC file, which is the only allowed caption file format, and one which Resolve doesn't support.

In Resolve, the only settings I see are track and individual custom caption positioning. Premiere actually has a 9-square grid to select preset positions. Is there something like that in Resolve that I am missing, or is it truly not able to deliver compliant closed captions for broadcast?
