speed change methods different?

There are a couple of different ways of changing the speed of a clip in Resolve and I can't seem to find any info on whether they lead to different results . Does it matter if in the edit page you choose "speed change" from the Inspector video menu options, or Rt click on the effect and choose "Retime controls" or "change clip speed" from the pop up menu?
I realize the options and flexibility are a little different but is there in any difference in the quality of the renders?
Moreover there are 2 places to set the method by which Resolve does the interpolations .
In Project settings there is "Frame Interpolation" and then the same settings show up in the inspector under "Retiming and Scaling " .
So
1- Do all the speed change methods use those settings?
And 2- Does either setting override the other? What if your project settings are not the same as you set in the Inspector?

This stuff was hard for me to find in the manual.

All retiming and speed change effects use the Frame Interpolation setting.
The setting in the inspector works on a clip bases and overrides the project settings.
