On the deliver page, it sometimes will put in/out range on the output timeline and decide it will render in/out instead of entire timeline. I can clear in/out but the in out bar will still be active on the timeline tho the output page says it will render the entire timeline. If I then go back to the edit page sure enough there is a range marked so I again clear in out and the range bar on the timeline goes away as expected.

Back to the deliver page and the in out bar has returned and it says it will render in/out once again. But now if I clear the in out from the mark menu it does not clear it and the drop down to select in out range or entire timeline refuses to allow me to select entire timeline but now I can change the range of the in out bar on the timeline so I set it to encompass all of my timeline and render and it renders the entire timeline as it should.

That sounds like you're rendering Individual clips, for which that behavior is normal.

Is it possible you had clip filtering active in the Color Page?
like e.g.: Clip -> Selected Clips
That will translate to your In/Out on the Deliver Page.

Nope - We'll see how it goes with the final release now that it's out.
