Problem with Davinci stuttering in playback w/ a strong PC

Its been a bit since I've used Davinci Resolve and recently when I came back and tried to use it, I would start the program up but it would get stuck at the splash screen, I eventually fixed this by reinstalling my AMD graphics drivers, but once I got past this problem and I opened up Resolve and tried to playback, the entire program would stutter (not just the viewer) and then completely stop updating until I paused the video. Weirdly enough, I was able to interact with the program even when the screen was frozen. The entire program, even when not during playback, stutters but is exacerbated when playback occurs. At no point, my computer has gone over 20% usage of my CPU or 25% on my GPU. My project files are stored on a Samsung SSD 980 1TB SSD and wouldn't likely be a reason for the slowdown. The audio stutters with the video, except when I'm in Fairlight-- then the audio plays fine and it is just the video that stutters (not the entire program just the viewer which confuses me because in the edit page the whole thing stutters). When in Fusion, video stutters considerably less than in the edit page, and the audio is the worst.

[*] Tried on multiple projects with diverse file formats
[*] Tried altering "Timeline Playback Resolution" to half and quarter resolution
[*] Reinstalled Davinci Resolve both on 19 and 20 multiple times
I'm making this post because I've not seen this issue in any other place. If I'm mistaken, it would be greatly appreciated if someone directed me to a fix, or if anyone understands what the heck is happening, that would be great too!
