Power window only showing thin outline stroke

Hi everyone,

I'm fairly new to resolve but I've searched everywhere for this issue!

Whenever I add a window, for example a circle, it only affects a thin stroke - not outside or inside the circle but just the circle stroke itself.

Also, the power window is blue not green (may not be related, this could be a resolve 9 versus 10 thing).

any ideas?
