I used Final Cut Pro Studio for many years - and was appalled at the "upgrade" to Final Cut X - I have maintained two old computers using FCP 7 in snow leopard while I was hoping for Apple to finally fix the mess that is X - alas it seems that is never going to happen - so I tried Resolve last year hoping it would give me what I need - but was shocked to discover that I couldn't download my files from P2 cards without a lot of trouble

It is not like P2 cards are obscure technology

If Resolve 14 will import P2 then I will be happy to try it - but I am not wanting to get third party programs to solve what obviously is an intentional weak spot in the program.

Is anyone from Blackmagic interested in answering my question?

The answer is YES.

I can confirm that Resolve 14 can import HPX173mc (similar as HPX170) DVCPRO HD 1080/25P P2 files flawlessly.

The Step is very simple: just drag P2 "content" folder directly into Resolve 14 Media Pool. That's all, Resolve will automaticlly sync videos with audios and they became some "single" clips (any clip including a video track with 4 audio tracks). The clips retain the origin TC. Then you can edit it like any ProRes or DNxHD .mov clips. Very nice P2 workflow IMO.

I tried this with Resolve 18.6 and it did not work. I just have all the .MXF files in my media pool just like they are in file expolrer.
