Missing In 14b3: disabling "allow mouse zoom"

Disabling "allow mouse zoom" is missing in resolve 14 however it is still mentioned in the manual. PLEASE add this feature back and make it apply to ALL panels/veiwers. When disabled, the ability to use your mouse to zoom when holding the "option" key is also critical. Also it would not hurt to add a hand tool for viewers as well.

The menu item is still missing although they did add support for scrolling with the option key pressed to move image around.

Its still in the frigin manual for beta so please put it back
