Audio fades not as expected

Windows 10 + Intensity pro 4k. Intel i7 6 core 3.5 ghz with GTX 980ti

Placing an audio clip wav 44khz 16bit music file in Edit Page.

Using Inspector to create key frames of fade in and out.

1. The fades in keyframes does not correspond to what I can hear. Instead of fade, there is sound and vice versa. Playing again generates a different result.
2. Clicking on the next and previous key icons (< and > ) does not take the cursor to exactly the next keyframes, it is one frame short.

This behavior is with the 44khz wav Audio files and when I make fades on a video with Audio, the fades work predictably and also when clicking on the audio track of a vicdeo the next and previous buttons take the cursor exactly to the keyframe.

I don't have this issue on 12.5

Edit. I tested converting the wav file into Aiff and it seems to fix the volume fader issues.
The inaccurate previous and next keyframe button however is still there for an audio file.

What if the audio clip is in 48Khz 16 bits?
