V14: Color built-in viewer incorrect - bar turns greenish

To reproduce:
1. Create a new YRGB Color Managed project, input, timeline and output all Rec.709 Gamma 2.2
2. Load a 8 or 10 bit ARIB (SMPTE) bar and place it in a new timeline.
3. Built-in viewer in the Edit Page looks correct.
4. Go to the Color Page.
5. Colors are off - RGB (9,9,9) black bar shows as (5, 9, 3), or generally the black bar turns greenish.
6. Go to Project Setting and change color science to YRGB.
7. Save.
8. Go to Project Settings again and change color science back to YRGB Color Managed.
9. Save.
10. Bar now shows correctly as (9,9,9) in Color Page.
Windows 10 Pro, GeForce 1080 ti, I tried both with GeForce driver 385.41 and 385.28.

Sounds scary, but do you have any output lut defined and or activated the "use mac color profiles for viewers" checkbox ?
Does not explain why it changes just with a re-save , but it a good starting point for troubeshooting why edit and color viewer are different.

Can you provide a copy of the color chart that you're using? I tried this using the Generator SMPTE Color Bar and did not notice any problem at all. (I had to turn the generator into a compound clip to be able to evaluate it on the Color Page, but even before doing that, everything looked fine.)

The attachment color_picker.jpg is no longer available
Interesting, the thing is the qualifier shows the right value but visually and using an external color picker it shows something different. Could you upload a screen extract as a tiff as jpg tends to distort things a bit?
This is the image I see:

Small Edit:By activating the color picker in 10 bits, it is not quite the perfect black.
For the bottom view, I activated the DCTL of PAUL DORE:
All pixels that is actually (RGB) = zero becomes pure red

I did the tests without LUT: to test?
For 16bits Tiff delivery:
Data levels = Full (versus auto)

I used no monitor LUT's, the SMPTE bar uses limited so the left most bar is a super black.
The green tint is prevalent on the most right bar.
