DeckLink Mini Monitor 4K works in Resolve 14 not elsewhere

I have this funny issue where my Decklink Mini Monitor 4k shows up in device manager, and outputs via HDMI to my monitor however does not show up in desktop video setup, or in adobe premiere cc.

The computer in question:
Windows 10
Intel - Core i7-5820K 3.3GHz 6-Core Processor
Asus - X99-A/USB 3.1 ATX LGA2011-3 Motherboard
Gigabyte - Radeon RX 480 8GB Video Card
32GB DDR4 RAM

I have a very similar setup with an i7-5820k CPU, Gigabyte X99P-SLI Mobo, Nvidia GTX 970 GPU and 32 gigs of ram and my 4k mini monitor is properly seen in Premiere CC and Desktop Video setup.

Have you already gone down the path of uninstalling and re-installing Blackmagic as well as Adobe CC and re-setting all preferences?

I have not, thank you for the suggestion. I'll give it a shot.

Re-installing did not have any effect. I'm unsure what to do now other then returning it and trying the USB model.

Which version of Desktop video software?

I've had the same problem for a long time - till I tried to enable Blackmagic Software Updater in Windows 10 Pro, Task Manager! Remember to restart your computer! Now it seems perfect!

I have desktop video 10.9.12

Ole's fix worked. Enabling the Blackmagic software updater in the task manager caused Blackmagic Video Setup to detect my decklink. I'm not sure why this didn't automatically happen when Blackmagic desktop video was installed but thank you Ole!a
