Help with workflow

I have a 4K dive holiday project that will I hope to deliver at 1080, All the clips will need stablizing and slowing down to get that silky smooth underwater feeling.
I’m just trying to come up with a workflow to get the best results, at the moment I’m thinking I’ll start by cropping the 4K to the image size I want whilst leaving some resolution spare for stabilization later.
I don’t know if it’s best to stabilize the footage before or after adding a re time process like optical flow?
Also should I be doing all my colour corrections before I stabilize and add optical flow to help get the best results?
I’ve read somewhere that the stabilizer works best with good contrast and frame interpolation works best with sharp images, can anyone confirm this or know of any other area I should be concentrating on before applying these effects?

I would not try to stabilize the shots ahead of time -- I would cut the whole show and then spend time just stabilizing the final shots in the edit that need it. Your idea of using 4K shots and then cropping them down to allow room for stabilization and repositioning could work very well.
