Playback stuttery in Record Monitor

For some reason the playback in my timeline is stuttery and not smooth, despite the fact that is says it's playing back at 23.976 fps. Same playback if I have the grade enabled or disabled. And if I match frame the clip it plays back fine, but inside the timeline the playback is choppy.
The timeline is also cached.

So it seems like closing the sequence and re-opening it fixed it. I've got tabbed sequences enabled.
It's strange because I did a reboot of the entire system and coming back into Resolve there was still the stuttery playback. So it seems something in the sequence itself needed a refresh...

Spoke too soon. It's doing it again, and closing the Sequence isn't fixing the issue this time.

Interestingly, things play back fine when played in full screen mode.

Anyone else experiencing this?
I'm trying to edit a piece and this is proving to make it impossible. I've also tried generating Optimized Media and that didn't change anything.

BTW I'm noticing the exact same behavior on my Macbook Pro, which suggests it's not a hardware thing.
Same behavior -- plays fine in Source Monitor, Plays fine Full Screen, Plays back choppy in Record Monitor.

In the record monitor on the edit page we priorities the audio playback so will drop video frames if the processing required is greater than the hardware can play.
You can check by either selecting the color page and seeing the FPS playback rate as on the color page, every frame is played, or in edit, rec viewer top RHS three dot option menu, select 'play all video frames' and see if the playback speed is still real time.

Yeah the Play all frames doesn't work, because that just slows down the playback.
All I'm trying to do is have full frame rate playback so that I can edit. It's strange that it plays back fine in Full Screen. Is it that it's taking too much GPU to draw the interface. There is a Titan X card with 12GB VRAM so I don't think there should be any issue playing this back.
I have also created Optimized Media at 1/2 res Prores LT, playing in Performance Mode, and the entire timeline is cached and still I can't get full framerate playback.
My system specs should be MORE than plenty to play back this kind of thing.

You mention it’s cached. Try with no cache and a ProRes HD?
Then UHD, then other formats till we see where the issue is.
Btw, what CUDA driver and nvidia driver are you using for the Titan?

Stuttery playback with cache, without cache, without or without optimzed media.
Literally can not get full frame rate playback in the Record Monitor on the edit page, no matter what I do.
Cuda Version: 387.178
Nvidia Driver: Web Driver 387.10.10.10.30.107
