Color Picker has become completely crazy ...

I just did a test with the V14B3 and I had not done this test since I was in Windows 1709. Now with Windows 1803, the Color Picker has become completely crazy ...

not necessarily: if you're not monitoring pixel by pixel (like flagging a clip cinemascope) you might have an offset between where the picker is and where the pixel is (is it measuring the cyan underneath?)

Looks like there was an issue with Win 10 1803 .. even after the KB4100403 (release this day)...
