See the Resolve 14 manual starting on page 208. There are instructions there for entering metadata and keywords; I think ratings can actually be accomplished via keywords. I haven't tried using asterisks (which could be used to simulate star ratings like ****), but it might work; if not you could try keywords like "best" "good" "poor" or something similar, and then you can use Smart Bins to automatically put all your best clips in one bin or put all the poor ones in a bin so you can delete them if you need to free up disk space, for example.
