Outline a plot of land

Hi all

Is it possible to draw a red line around a plot of land so that the red line tracks the boundary?

What I am wanting to do is like the mask you add to the tracker panel but instead of colouring the inside of the mask I want the mask to be clear but have a solid line around the edge of the mask.
