Subtitles break my timeline

When I add subtitles I can't add any other footage to my timeline. All I want to add is a background image. I can't drag my image into the timeline and when I do it appears only for a couple of seconds in the area I dragged it too and doesn't show up on the timeline.

I can add new audio tracks with the right click "add track/s" commands but not new video tracks. They only thing it adds is video tracks. This is SO annoying! Please help!
