Tracking caption with line (Luna Call Out)

I know that it is easy to overlay a text caption which follows a tracker...but...
lately I saw on a TV documentary where the text caption was fixed but attached to it a graphic line whos endpoint was following an object...

Is this also possible in DaVinci?

Okay...found a video clip I recorded this week which shows the effect I am meaning...

Any idea if it can be done in Resolve Studio?
Or which software can do this?

I know of this one...that's how I know how the effect is called now (o;

But so far all free templates I tried from him crash Resolve Studio 15.1.0.25 on Linux....
so this commercial one will crash as well....
