Problem with Active Window and Key Bindings

I'm trying to map the different windows such as the Inspector and others to keyboard shortcuts to toggle them On and Off with a keyboard shortcut instead of having to navigate and click the icon.

Problem is, hitting the keyboard shortcut works to Activate the window and bring it up, but hitting the key again doesn't make it go away. So currently it seems you can only reveal the window with the shortcut but no way to hide it with the shortcut.

The Key binding should be treated as a toggle so that hitting the shortcut again will make it go away.
