From what I can tell, color and effects are applied to the original media anyway.
If you intend to output the optimized media instead of the originals you would of course want to use a format at least equal to the source footage. Otherwise it doesn't matter.
However, color correction will be applied to and display the optimized media as long as "use OM media when available" is selected, and DNxHR LB will clip out-of-bounds data in the original files, which could be misleading when you color correct. You can turn OM on and off for this purpose -- edit with it on, cc with it off, for example.
When you "Deliver", you'd be outputting the original files, if the "use Optimized Media" option isn't selected on that page.
