Playback plays a second and then pauses.

I have an issue with playback where it plays a few frames of video, and then video playback stops while audio and time continue, and then playback stops altogether(the play button turns from pressed to unpressed/red to gray). I can get it to continue playing if I bump the playback frame rate from 60fps to 20. However this is unusable as the video itself is slowed down. This all happens with both optimized media and render caching, although with them the resolution does drop. CPU utilization is about 30 percent during the short playback burst, and GPU is about 10 percent, which is leaning me towards some setting being off, but I've looked around and tried different things(including default) to no avail. Scrubbing through the footage is lag free. The playback FPS on both optimized media and original during the burst is at about 30 fps with no difference between the two. The original file is 60 fps at 2.7k.

8gb DDR3
Media and boot OS is stored on internal SSD's

EDIT: On the color tab the video will actually continuously play back at as many fps as it can render without stopping. The weird part is that I get the same FPS on both the optimized media and original file (24 fps) in both the color tab and edit tab. CPU utilization in the color tab goes from 80 percent without optimized media to 60 percent with it. I know my cpu isn't ideal for editing video, but I've used proxies in other software just fine, and i feel like there should be at least some increase in FPS in Davinci.
