Rendering Speed vs Premiere

Me and my friend were testing Sony As20 footage @720p 29.97 fps and found that straight video encoding of 90 min piece is done at 8x real-time speed (approx) @1500kbps rate with no sound. This is straight import and export of 720p with no effects and no sound. Premiere does this at 10x real time speed.
Here are my friend's specs:
i9 7920x w/64gb ram
3 Samsung 960 PRO ssds
Gerforce 1080GTX TI 11gb
Windows 10 x64 pro
Resolve uses approx 60-80% cpu and about 40-60% gpu
Any ideas why Davinci is slower? I would expect 12-15x real time for Davinci...
