removing people from footage

I've shot a lock off of a monument at sunrise. I was rolling at 24fps and the shot works great but a few times I had tourists cross the bottom third of the frame.
I'm wondering if I could use a section of a previous frame to somehow hide the tourists? What would be a good way of removing these figures from the footage? I'm a newbie to Resolve so a simpler solution -- if there is one -- may be better.

Depending on the kind of movement, you can just make a clean plate for the background and track the people with a mask.
The perfect tool would be Mocha, though, it has a module exactly for this task when things get tricky.

Depends on level of quality you are after. Easiest is to take the bottom part from frame where there are no people and slap it over footage. A more elaborate variant is: denoise the plate, track movement (there is no such thing as locked-off shot), matchmove a clean bottom onto footage, reapply noise.

Uhm, the perfect tool would be Fusion ? You can do planar, point and 3d tracking along with more robust comp tools than mocha can offer. Especially in the context of Resolve...
