When I set the in point, the in point appears in the playhead position, but the out point is one more frame than the playhead. This problem has not happened before. Is there a way to solve this problem? Thank you for helping others!

It's called an inclusive out point. This is how pretty much all NLEs work. It's not a bug it's a feature.
