Terrible Playback Performance

I have been using Resolve for a little bit now and I was getting to really like it until the playback performance took a major dip. It isn't reading FPS right at all, I have it set to play back at 60fps and it refuses to go above 52fps most of the time and when it does it shoots up into the 80's. Another reason I know it isn't correct is that the image is still and not going to the next frame. To hammer it in more it can't stick to a solid frame rate with a 720p 30fps video or even a still picture. With the 30fps video I did change the project settings to match and it had problems with 30fps.

I have used render cache, optimized media, and transcoded video. My system is a AMD 1700x, 16GB of ddr4 ram, and a 1080ti running off of Windows 10. 16GB is a bit small in most cases but Resolve isn't taking advantage of anymore than 5GB. I reinstalled the software as a troubleshooting step and it did no good.
