Cannot move out handle in Deliver Page

I'm on 15.1.2 on Windows. I add a cross dissolve to the end of the timeline in the Edit page. When I render, the rendered video stops in the middle of the dissolve - never getting to black. I try to move the out handle further past the end of the dissolve in the deliver page. It won't move. If I grab the circular handle at the start I can move it to another point into the clip but I cannot move the out handle to the right at all.

As a work around, I add a black solid to the end of the timeline and dissolve between them. That moves the end of the timeline and I dissolve into that black solid. Problem solved, I guess, but am I missing something or is this a bug? Anyone else seeing this?

The black clip at the end is SOP. Do that and move on, I say.

better, add countdownd and "2" pops...

but yes, for delivery, add a black clip/frame.
