Audio Output Low R15.1.2 OSX

Working in R15.1.2 Studio on Mac OSX 10.13.6. I monitor audio through a Focusrite Scarlett. When I choose this or ANY audio output on the iMac the audio monitoring level is very low. Looking at the meters in the GUI the audio level is bouncing into the red on the stereo bus. So plenty of level coming from the program material. If I put up iTunes as the audio source it is blasting loud. In R15 went into the prefs system Video Audio I/O and set the speaker config to Manual, Monitor set to Main Device Scarlett 212 USB Monitor set format: Stereo. Cant really hear the audio with everything turned up.

Restarted the app and that did not work. Downgraed to 15.1.1 restarted and that did not solve the problem

Now under Stem output the Scarlett is selected and now have the gain up to +10. It is better but still not as loud as it needs to be. About half of what the iTunes level is.

Dim isn’t accidentally enabled in the Monitoring panel or perhaps the Slider accidentally dropped below the default level (which recalls this level between application restarts and application version updates)?
