Hello,
most likely you have not chosen a PostGreSQL option during the installation of Resolve.
This option usually is selectable on the screen following the license agreement screen.
Please be aware, that even though you may be able to create a local PostGreSQL database with a free version of DaVinci Resolve, DaVinci Resolve Studio is necessary to be able to access the PostgreSQL databases located on the other systems on the network.

It could be any number of things. Is PostgreSQL server running? Is pg_hba.conf configured correctly?

I'm assuming you're running the server on one of the Resolve machines since you're attempting to connect to locahost.

Use a an admin tool like PgAdminIII to connect to the server on the server machine. if you can connect it means the server is running. This would indicate a problem with the authentication information on Resolve.
