Wait for support.
They helped me in a similar situation, the activations seem to get stuck sometimes if you don't deactivate before deleting a whole machine.
No, an iGPU is not enough, and you can't use HEVC 10 bit 4:2:2 in the free version.

I regret choosing the license over the dongle when I got mine. Is there a way to swap them out?

Had exactly the same trying to apply license from Lithuania, just downloaded and installed TunnelBear VPN, since it gives you 1.5gb of free data, connected to United States, activated and works like a charm.

Just in case this helps someone in future: I got this error on a Linux system and "fixed" it by deleting the content of "/opt/resolve/.license". After that (and restarting Resolve) the activation worked fine.

also had the issue the whole day. Thankfully I cam across this thread and discovered this specific suggestion:

With that in mind I was then able to fix the problem by simply

sudo chown -R <user> /opt/resolve/

which gave the needed permission to write the license
I hope this helps anyone else faced with this issue on Linux in the future.

Funny enough, what worked for me was the opposite of what I read earlier. I turned off Norton, made sure Windows Firewall was off, connected to my phone's hotspot. Nada. I saw that my Norton VPN was still on despite Norton being off, so I turned that off and it finally accepted my key.
