Export issues: final video skips or repeats frames

Hi everyone. Hitting a bit of a wall here and hoping someone can shed some light.

Our footage doesn't have any missing or repeating frames, yet the export that Resolve spits out has a bunch of skipped and frozen frames. I've exported several times (both as a single/individual clips), each time the position of the repeated frames would change slightly, but there's a definite pattern to the behaviour and I'm wondering if anyone here can help me get to the bottom of it.

Skipped frames: these happen right before a cut, it skips 1 frame, making it feel like a speed ramp before it cuts to a new shot. Happens on around 1/3 of the cuts.

Repeated/frozen frames: this happens in the middle of some of the shots, lasting from 2 to 3 frames. Some of these shots have a keyframed exposure animation (in resolve) which isn't affected by the frozen frames, you can see the exposure changing over these repeated frames.

The shots in the timeline are either Canon C100 .MTS (H264/MPEG4 AVC) or 5D mk4 .MOV (H264), both 23.976.

In case it's an issue with H264 footage, we're about to try to conform the entire edit to Prores (individual clips), using those for the grade instead of the master footage. But I wanted to reach out here in case there's something I'm missing, as I'd prefer to avoid creating an extra batch of prores files if possible.
