I think everything for YouTube should be preceded by at least 1/2 a second (if not 1 second) of black, and ended with 1 second of black. Otherwise, there's danger in having the end chopped off by a few milliseconds.
I have not had problems rendering generated black or bars or anything else at the end of timelines with source clips, but this will happen if you have a timeline made up entirely of generators (titles, bars, ramps black, BG color, etc.). Changing them to compound clips (basically just a background render) solves that problem, as Tero says above.
