I have been told that BMD does not want to be in the systems integration business, so this is something they won't do. There are professional companies that will construct a purpose-built Resolve System from scratch, optimized specifically for that purpose:

Puget Systems is also very highly recommended and has several pages on their website detailing their approach to Resolve-specific systems. Most of what these companies sell are Linux or Windows machines, which may or may not work with what you want. And all of these have "Mercedes to Rolls-Royce" price-tags.
I can tell you we're in the process of starting to budget for a new Mac to replace our aging 2013 12-core 64GB Mac Pro at the office, and that cost about $12,000 back in 2013 (though I paid only around $9000 for it a couple of years ago from Apple). Our initial estimate is that we won't be able to avoid less than about $15K for a new 2019 Mac Pro, maybe even a little bit more. But color and post is all we do: maybe this is overkill for average people just using Resolve on the side. Still, I know of quite a few LA companies using $100,000 Resolve systems with 8 GPUs, so the sky's the limit on this stuff.
The Resolve 16 Recommended Config guide has not yet been posted, but perhaps it will answer some of your questions. Bear in mind a lot of this is kind of a "how much is a boat?" question, where a great deal depends on your budget and your expectations. There is a minimum cost of entry to using Resolve, and I think the BMD Config specs go into this in quite a bit of detail.
