Suggestions on how to accomplish a similar effect?

We're trying to create an effect similar to the one in this image. The guy in the trench coat comes from a green screen shot that keys quite nicely, and the position and opacity and all are easy to accomplish. I'm wondering if anyone has some ideas about how to give the foreground guy in the trench coat that blue "lightning" look. I have access to the Boris suite as well as Sapphire on our Resolve system.
