Try to find the Fusion Preferences file. Move it to another location and see if Fusion will start when it creates a new preferences file.
This was the issue why Fusion didn't start for me once. In my case the GPU settings were corrupted.
You can also copy and paste the parts from the old Preferences into the new file with a code/text editor. But most likely it will be faster to simply set them in the UI.
