In after effects, you can move your anchor point for a specific element so that when you scale it or rotate it, it scales and rotates from the anchor point. Is there a way to move the anchor point in Fusion?

Yes. But you have to use a transform tool for this. The anchor point there is called the pivot.
Pro tip: To adjust the pivot intuitively *after* you've started scaling/rotating watch the tool *before* the transform to help position it.

Also, it can be hard to grab the pivot (it's the 'x' shaped widget) in the viewport because it's in the same spot as the Center control. You can scrub the numbers in the inspector to move it out from beneath the Center, or you can use the Tab key to cycle through the active viewer widget. Whichever one is red is active and will be the control your mouse will grab if there are two widgets in the same spot.
