I've searched documentation for "clamp", "limiter", tried nodes under tool->color, skimmed through the rest of the tools but couldn't find a node to clamp the RGB values e.g. not go higher than 1.
Any idea how to do that?

Add a brightness contrast tool and set it to clip black and clip white. That should do the trick 99% of the time.
