How to add the user tab in group ?

How to add the user tab in group like this ? I download this tutorial sample and I wanna know could I just add the control by myself.

If you add custom controls to your tool/macro (by using the Edit Controls right-clickmenu) you will get a User tab by default, unless you specifically instruct Fusion not to.
