disable mouse scrolling in flow window

Is it possible to disable mouse scrolling in the flow window? If so, how? I disabled mouse scrolling system-wide (in Windows 10) and Fusion is still scrolling. Ideally, I'd like the opposite (general scrolling in Windows on, scrolling in Fusion off).

Ideally, no keyboard or mouse inputs would be hardcoded, but there would be hotkey scripts for everything. Otherwise you end up with tons more preferences and some people still need more.
