..Sorry i'm very new in Fusion and i downloaded free version but i cannot undenstan this section:

OFX plug requests for images outside of normal render processing will now get them at the current comp quality instead of always high-quality, non-proxy
Allow OFX plugins to force interactive rendering in some cases

In any way in free version i cannot use ofx plugins?

no, you cant use OFX plugins in the free version. but the changelog ist also for the studio version
