Can someone explain how the tool reference is organized?

I'm looking at the online reference that is available, and for some reason some information is absent, such as the particle common controls. How do I find this?

When I press F1 with a for example a pEmitter tool selected it jumps straight to that section in the manual. The info for common controls is on page 612 in my tool reference.
