Not in Fusion alone. You'll need 3d software to model the fan, and Fusion's CameraTracker may or may not be up to the task of tracking the hand.
If I were to tackle this shot, I'd get a geometry track for the hand from PFTrack, specifying a moving camera and still geometry. Layout, texture, light and animate in 3d software (3ds Max with Redshift for me, but any 3d software would work), parenting the lights to the camera (which from the camera's perspective turns it into a moving object). Render with a world position pass and use Fusion's VolumeMask or Texture tool to build the matte that reveals the fan.
You could move more of it into Fusion by importing the geometry and camera and do your lighting and shading there. Fusion's renderer is not as capable as a dedicated one, but for a simple piece like this it might be good enough. You might be able to get an acceptable track from Fusion's CameraTracker, in which case the only thing you'd need to bring in from outside would be the geometry.
