Normalize audio to broadcast

Hello, how are you?
Because my sound engineer was gone away for holidays, I have to manage a part of his work. But I'm totally lost when we talk about sound normalization. :evil:
We require from me to suit to these requirements:
Measure between -23dB and -18dB RMS and have -3dB peak values and a maximum -60dB noise floor.

So what I have done is to right click on the audio, chosen "Normalize audio", selected "ITU-R BS.1770-4". Then wrote it:
-Target level: -3.0dBTP
-Target loudness: -23LKFS


Am I right?

Is that a direct quotation from the delivery spec?

An EBU R128 preference (-23LUFS) with a -3dBTP target will meet broadcast spec.

Hi! I've received the email from my client telling me that the RMS id not good, it's -28db instead of between -23db and -18db. Please, do you know how to solve the RMS?

Is the broadcaster specifically requesting an RMS measurement rather than an integrated Loudness target (e.g. EBU R128)? Is the deliverable for Audible or similar?

Note that RMS is not a standardised measurement.

The AES defines that a 0dBFS sine wave should read as 0dB RMS, whereas alternate recommendations indicate that a 0dBFS square wave should read as 0dB RMS. The result is a 3dB difference in the RMS measurement.

A Dynamic Range Compressor may be employed to increase the RMS without increasing the Peak level.

Ask your client what specific loudness standard they use/require and you can then just fallow that and be sure no problems will fallow
