Reverse Telecine 29.97 Editted Material

Apologies in advance as I posted this accidentally in the getting started list, I'll try and remove it.

Questions:
I have older tv commercials that were shot on film and telecined to 29.97. The sequences are interlaced and the pulldown cadence changes per shot within each commercial. I want to transfer and upscale the films. The tapes are various formats: 3/4', Beta cam, 1", HDCam .

Is there a tool that would analyze and reverse telecine on a complete scene without my having to pull apart each cut and reassemble?

Might someone suggest a service in Los Angeles or the SF Bay Area to do the tape to Prores conversion?

Once converted I can do the post process here at home. What would be the workflow and software necessary as far as reverse telecine, upscaling, de-noising etc.?

You should use Tachyon in pixelstrings.

VirtualDub will do it for free quite well.
Avisynth or vapoursynth also.
Tachyon is fine, but not cheap at all.

Of course in all cases you need file based masters, captured at 29.97.
