I added a clip to a new sequence and try to listen to it, but I am not able to mute tracks. When I click solo or mute nothing happens. What am I doing wrong?

It appears that there are 2 lanes in the first audio track. Was that supposed to be a stereo track? The 2nd track in audio 1 is muted as shown in your screen grab.

Pete, can you describe the context and offer some step by step instructions?
Are you on a single user/multi-user project? local or shared? do you set the track mute from the timeline? mixer? index? In the edit page or Fairlight page? Any effects added? What do you see happen - does the UI show the mute/solo state incorrectly? or is that fine, but the audio keeps coming through?
David, the second A1 is the track target destination, not the enabled or mute state. So it being disabled just means any media insertions will not insert the (first) audio track.
Its a clean new local project. I just imported a clip and edited it into the timeline. Set audio 1 to left channel, audio 2 to right in the mixer. Then I tried to mute or solo in the mixer or the timeline in the editing tab. But nothing happens when I hit mute or solo. The button doesnt change and the audio is still audible.
