Gearing down mouse control

I'm looking for a modifier key to refine my mouse control in the color wheels. Like, if I could press control while scrolling or dragging the master wheels and "gear down" the response, that would make it so much easier!

I have a Wave control surface, but sometimes I just need a quick fix and don't want to hook it up.
