VFX Packs / Templates: Best value for money

Who of you has ever bought any handmade VFX packs and can share their experience?
I’ve never bought a bundle before, since I’m always building my effects from the ground up, but now I’m seriously considering buying an all-round VFX bundle for the sake of speed and versatility—when it comes to smaller and lower budget projects.
I’m not looking for plug-ins à la Red Giant or Sapphire, but handmade, filmed/scanned effects like flickers, grains, transitions, screens, frames, etc.
Who knows of good value for money packs, bad value packs, and scams?
I'm looking for 4k stuff and not spending more than $700.
