Just select the clip and go to the Effects library in Fairlight, find a compressor, and drop it on the clip. For a standard compressor you'd need to use a third-party one; the ResolveFX only have a multiband compressor although there's a basic compressor in the Dialogue Processor FX and the Vocal Channel FX.
If you want to use any of the Resolve FX or third-party plugins on the entire track, drop it on the track header. If only for a specific clip, drop it on that clip. I think there's a limit on the number of effects you can add to the track header, at least in Resolve 16; I haven't checked out the beta for 17 yet.
