If your I/O device is recognized by Desktop Video, but there's still no picture, the solution might be very simple.
Go to Preferences > Video and Audio I/O and be sure your I/O device is selected. It appears that the boxes on mine were set to 'none' recently for no reason I could figure out. Possibly because Resolve 17.3.1 Video and Audio I/O has a different UI from before.
