Optiimized Media Failed To Generate (Files are Locked)

I am trying to optimize my media, but I keep getting an error that reads:
Optimized media could not be generated for the following files as the bins containing these files are locked or edited by other users.
I tried creating a new timeline to put my files in, but I keep getting the same issue. The files are on a portable hard drive, and I am not sure if that would affect this. Please help!
