Does Decklink 4K Extreme 12g need the extra PCI power cable?

Does Decklink 4K Extreme 12g need the extra PCI power cable?

I have been running the Decklink 4K Extreme for years without the extra PCIe power cable.
Is it needed?
(machine: Supermicro 1600W PSU, Asus z9ws8 motherboard, dual Xeon 2687W v2, dual 1070Ti, Focusrite Dante PCIe, USB3 connected to powered hubs)

Not sure I am getting HDMI2.0 out of the new HDMI2.0 card so was wondering if that affected that...
Might explain some connection / HDR triggering problems?

Will test and report back.
I think I asked about this in the hd 3d days and was told it wasn't really needed on a good workstation motherboard but maybe HDR and 4k adds to that. Assumed that as it was on an 8x slot it got more than enough power and maybe the extra power cable was just for 4x slot fudgery
